Axel Lambert de Rouvroit

Axel Lambert de Rouvroit is a former bioterrorism advisor to the French government with over 15 years of specific expertise. He was responsible for stockpiling, preparedness and response to chemical, biological and radiological attacks and as such, developed operational response plans in close collaboration with several ministries and agencies, including law enforcement units. He was the biological weapons advisor of the French police counterterrorism unit (RAID) and represented the Minister at G7 level and at the EU Health Security Committee. He was part of the National steering Committee on Research and Development. In his ministerial role, he planned and managed health emergencies such as pandemic influenza, anthrax, smallpox, Ebola and Chikungunya virus.

As an independent consultant since 2006, Mr Lambert de Rouvroit advises the World Health Organisation, the European Commission, the European Centre for Disease Prevention and Control (ECDC) and other biodefense institutions and companies. He is an expert evaluator of the EU Security Program and was selected by the European Commission to participate in the assessment of Security Research programs.

He participated in assessment missions in Member States on Chemical, Biological and Radionuclear (CBRN) terrorism and Biosecurity and collaborated in the design of CBRN preparedness assessment tools for Member States. Recently, he worked with several European institutions on the topic of Medical Countermeasures stockpiles and EU Joint Procurement. He advises institutions and companies on Medical Countermeasures.

Mr Lambert de Rouvroit followed CBRN training programs at the French Army Medical School and at Harvard, in addition to his degree in microbiology and his MBA from IESE in Barcelona. He is a graduate and 2015 Class President of the National Institute for Defense Studies.
